RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a professional services agreement with Scobilt Contractors, Inc. to provide design / build services in conjunction with the pre-construction phase of the Old Settler’s Recreation Center Renovation Project (PK4398) located at 1201 E. Louisiana Street, McKinney, Texas 75069 in an amount not to exceed $200,000.

                     The recommended contractor, Scobilt Contractors, Inc., has submitted a proposal to provide the preconstruction services portion of the design / build professional services contract in the amount of $184,600.

 

BACKGROUND INFORMATION: 

                     A Request for Qualifications (RFQ) 18-32RFQ for design / build services was issued the first of April 2018. Ten firms attended the non-mandatory pre-submittal conference and two firms submitted statements of qualifications.

                     The submitted statements of qualifications were evaluated by city staff and by members of the Parks and Recreation, Public Works and Purchasing departments.

                     The evaluation team is recommending that the top-ranked firm of Scobilt Contractors, Inc., in association with Spurgin & Associates Architects, be selected for this project to provide design / build services related to the Old Settler’s Recreation Center Renovation Project.

                     Scobilt Contractors, Inc. is a 40 year old general contracting firm that has performed renovation projects in both the public and private arenas; they have successfully completed multiple design / build projects with Spurgin & Associates Architects including several projects for the City of McKinney.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes the City Manager to execute a professional services agreement for Design / Build services, for preconstruction services and potential changes to that scope of services, with Scobilt Contractors, Inc. for an amount not to exceed $200,000 which includes a contingency amount of $15,400.

                     A companion budget ordinance will add $200,000 from Parkland Dedication Zone 4 to the PK4398 to accommodate the funding required for the preconstruction services contract.

                     Future agenda items will be presented for consideration for establishment of the Guaranteed Maximum Price (GMP) in an amendment to this contract for full construction services.

                     The Old Settler’s Recreation Center Renovation Project (PK4398) is currently included in the 5 year FY18-22 Capital Improvements Program plan.

                     The Parks and Recreation Board discussed the Old Settler’s Recreation Center Renovation Project at their May meeting.
