ITEM SUMMARY: 

                     This Ordinance will accomplish the following:

o                     Modify the reduced speed school zones for Faubion Middle School as established in the Code of Ordinances to reflect Staff recommended changes to the lengths and locations of the reduced speed school zones. 

o                     Modify the location of the designated school crosswalk for Faubion Middle School as established in the Code of Ordinances to reflect the actual location of said crosswalk.  

o                     Rescind Section 62-231 of the Code of Ordinances which establishes parking restrictions on the streets adjacent to Faubion Middle School. 

o                     Rescind Section 62-232 the Code of Ordinances which establishes a loading and unloading zone for Faubion Middle School on Doe Rollins Street. 

 

BACKGROUND INFORMATION: 

                     City Engineering Staff meets with McKinney ISD Staff on a quarterly basis to discuss safety and traffic flow surrounding school campuses.  The coordination meeting held following the 2017-2018 school year included a request from MISD regarding the reduced speed school zones and crosswalks for Faubion Middle School. 

                     The Principal for Faubion Middle School has requested modifications to the reduced speed school zone lengths to help discourage speeding close to the school campus where pedestrian activity is concentrated. 

                     Research has shown that vehicular speeds increase within reduced speed school zones as the length of the zone increases. This is particularly true in areas where there is little to no pedestrian activity.  To be the most effective, the length of reduced speed school zones should be as short as practical to provide the intended safety benefit for crossing pedestrians.

                     City Staff has worked with McKinney ISD Staff to develop the proposed modifications to the reduced speed school zones and crosswalk locations along the streets surrounding Faubion Middle School.    

                     The locations of the proposed reduced speed school zones and crosswalk for Faubion Middle School are shown in the attached exhibit.  

                     The existing parking regulations at Faubion Middle School were established prior to 2008 by an ordinance specific to this area. Section 62-381.1 of the Code of Ordinances authorizes the Director of Engineering to install or remove signage restricting parking without need for additional ordinances.  Rescinding this Ordinance will not affect the “No Parking” zones around and adjacent to the school.

                     A loading and unloading zone had been previously established on Doe Rollins Street adjacent to Faubion Middle School.  McKinney ISD constructed a driveway for loading and unloading of students from passenger vehicles on the Faubion Middle School site thus eliminating the need for and use of this loading zone and making the designation of this loading zone unnecessary.  

 

FINANCIAL SUMMARY: 

                     Funds to modify the school zone flasher units and other traffic control devices related to these school zone modifications are available in the operating budget of the Engineering Department.
