RECOMMENDED CITY COUNCIL ACTION:
• Approve the Resolution and authorize the City Manager to execute the Artist Contract and the related Pledge Agreement and License Agreement
ITEM SUMMARY:
• City Council approved the RFQ for the Chestnut Commons Garage Mosaic on August 10, 2017.
• The professional services contract with Reginald Adams is attached.
• The developer of the parking garage on which the mural will be attached, SP2, 301 E. Virginia, LLC is providing $20,750 of the $41,500 project total. A Pledge Agreement for the mosaic contract portion of $20,000 is attached.
• Also attached is the License Agreement with SP2 outlining the responsibilities of the City and the developer regarding the mural’s placement on the garage exterior.
BACKGROUND INFORMATION:
• The Artist and Design for the Mural was selected by a Public Art Selection Subcommittee.
• The RFQ was issued and fifteen responses were submitted on September 29, 2017.
• Three (3) artists were invited to submit designs and of those, Reginald C. Adams’ design was selected by the Mosaic Subcommittee.
FINANCIAL SUMMARY:
• The estimated total cost of the 2018 Chestnut Street Commons Mosaic is $41,500.
o The cost for the mosaic is $40,000.
o Three artists were each paid $500 ($1,500 total) for a Design Concept. Reginald C. Adam’s design was selected.
• A budget amendment of $41,500 for the project was approved by City Council on March 20, 2018
• The City of McKinney Public Art Fund is providing the $20,750 of the project cost and SP2, 301 E. Virginia, LLC, developer of the garage, is providing the $20,750 private match. $1,500 has already been paid to the artists for a design concept.
• $37,218 will remain in the Public Art Fund after this expenditure
BOARD OR COMMISSION RECOMMENDATION:
• The Arts Commission recommended awarding the contract for the Chestnut Commons Garage Mosaic to Reginald C. Adams at the July 10, 2018 Arts Commission Meeting.
