RECOMMENDED CITY COUNCIL ACTION:
• Adopt proposed changes as incorporated in the Fee Change Ordinance schedule for the September 18 City Council meeting.
ITEM SUMMARY:
• Propose certain changes to the Airport Rates and Charges as described in the McKinney, Texas Code of Ordinances, Appendix A - Schedule of Fees, Chapter 30. Aviation.
BACKGROUND INFORMATION:
• The Aviation Schedule of Fees was last updated in 2015.
• The proposed changes are summarized as follows.
o eliminate certain fees for aeronautical services that are incorporated into monthly facility rents
o update FBO facility fees and fuel volume discount program
o eliminate fixed pricing for certain facility rents
o establish a ranges of rates for ground leases and community hangar rates
o update t-hangar and tie-down rates
FINANCIAL SUMMARY:
• The prosed changes will align the Airport Rates and Charges with current market rates for aeronautical facilities and services. Sources used to establish proposed changes include benchmarking with similar airports and FBOs in the region and recent property appraisals for certain hangars and ground leases.
