RECOMMENDED CITY COUNCIL ACTION:
* Receive a presentation from TxDOT Staff on the US 380 Feasibility Study.

ITEM SUMMARY:
* TxDOT Staff will present updated information on the US 380 Feasibility Study they are conducting including the proposed alignments.

BACKGROUND INFORMATION:
* The Texas Department of Transportation (TxDOT) is currently conducting a feasibility study of potential roadway alternatives for the conversion of US 380 to a limited-access freeway facility through Collin County.
* The study acknowledges that the existing vehicle capacity along US 380 is inadequate for expected growth in the region, including Collin County, and that conversion of US 380 to a freeway facility provides the best long-term solution for enhanced safety, reduced congestion, increased regional mobility, and support of future economic growth.
* Five initial alignments were presented by TxDOT at three public meetings held in late April through early May 2018.
* Of the five alignments presented, two proposed alignments (Green & Pink) utilize the existing US 380 corridor through McKinney, and three proposed alignments (Blue, Red, and Yellow) include alternative/new alignments north of US 380 through McKinney.
* The City submitted a letter to TxDOT on July 25, 2018 which provided feedback, concerns, and requests for additional information relating to the expansion and alternative alignments which had been presented.
* TxDOT has refined some of the previously proposed alignments through the City of McKinney and presented them along with additional data relating to environmental and socioeconomic impacts of each at three additional public meetings on October 4, 9, and 11.
