RECOMMENDED CITY COUNCIL ACTION:
• Adoption of the Resolution.
ITEM SUMMARY:
• The 86th Session of the Texas State Legislature will begin Tuesday, January 8th, 2019.
• State legislators may begin filing bills as early as November 12th, 2018.
• Each legislative session, the McKinney City Council has adopted a slate of legislative priorities that are meant to communicate to our delegation and the legislature at large the policy positions the Council supports and/or opposes.
• Generally, these issues are germane to,
o Protecting the home-rule authority of the City of McKinney, and
o Opposing measures that result in an erosion of home-rule authority or create unfunded mandates for the citizens of McKinney.
• The draft priorities presented have been developed based on historical legislative priorities of the City Council, as well as,
o Individual meetings with Council members
o Regional priorities from business-oriented groups such as,
§ The McKinney Chamber of Commerce,
§ The North Texas Commission, and
o Various priorities of the Texas Municipal League.
BACKGROUND INFORMATION:
• For the 85th Legislative Session of the Texas State Legislature, the City of McKinney adopted a slate of priorities that is available for view at <https://www.mckinneytexas.org/1086/Intergovernmental-Relations>.
• Over the course of FY2018, Council members met with city staff and Angela Hale (state legislative consultant), for an overview of the 85th session, and the upcoming 86th session.
