ITEM SUMMARY:
• City Council established the Community Support Grant program to establish a process for evaluating requests from non-profit agencies that provide activities, programs, and services to residents of McKinney. Organizations, which can be reasonably categorized under the heading of providing a public service that promotes the health, safety and welfare of McKinney residents, are eligible for funding. The Consolidated Grants Application process afforded applicants to submit funding requests for FY 2018-19, whereby the Community Grants Advisory Commission determined recommendations under the Community Support Grant (CSG) and Community Development Block Grant (CDBG).
• The Consolidated Grant Application Process closed April, 2018. The Community Grants Advisory Commission conducted two public hearings May 8, 2018 and May 9, 2018 to consider requests under the Community Support Grant funding from non-profit agencies. Applicants were able to submit a maximum of two application requests. The Commission deliberated May 31, 2018 to determine City Council recommendations for approval. The Community Support Grant budget allocation, under the General Fund was approved in September.
BACKGROUND INFORMATION:
• In May 2006, City Council approved Resolution No. 2006-05-086 establishing a policy for prioritizing Community Support Grants for qualified entities serving the City of McKinney and its residents. In April 2010, City Council approved Resolution No. 2010-04-041 further defining the grant application prioritization.
• With Resolution No. 2010-04-041, City Council also approved a minimum grant request to an organization to be $3,000. This amount is the minimum amount that can be recommended from the Community Grants Advisory Commission. There shall be no maximum grant award amount, however, the funding pool is limited. Grant priorities include: Basic Needs: food and clothing, housing and shelter, and non-financial assistance; Health and Medical Treatment, including Mental Health; Housing Financial Assistance and Transportation, the sole service being provided.
FINANCIAL SUMMARY:
• Funding is under the City of McKinney General Fund. The FY 2018-19 budget of $139,700 was approved by City Council on September 18, 2018. Grant allocations will be paid from account number 001-9999-403-8559. Each funded organization will sign a grant agreement that details funding and performance expectations. Agencies provide quarterly and annual reports to the city.
BOARD OR COMMISSION RECOMMENDATION:
• The Community Grants Advisory Commission deliberated on May 31, 2018 for funding recommendations under the Community Support Grant. At time of application and review, the Community Grants Advisory Commission worked under the previous year budget of $ 119,700. In the deliberation process, the CGAC approved a contingency to increase funding equally among recommended agencies, if City Council the proposed increase to the FY 2018-2019 Community Support Grant budget. City Council approved an increase of $20,000. The revised FY 2018-2019 budget is $139,700; equitable distribution includes an additional $ 2,000 per agency.
