RECOMMENDED CITY COUNCIL ACTION:
• Appoint members to the McKinney Development Committee.
ITEM SUMMARY:
• At the July 16, 2018 work session, Staff discussed the formation of a new development advisory committee with the City Council. This committee was to be called the McKinney Development Committee and was to be a joint effort between the City of McKinney and the Chamber of Commerce. A copy of the presentation from the July work session is attached for reference purposes.
• Staff now needs the City Council to complete the assembly of this new committee by appointing individuals in the following categories:
o Two City Council members;
o Two Planning and Zoning Commission members;
o Four Industry Professionals (realtors, engineers, planners, contractors, developers, etc.); and
o Four Miscellaneous Members of McKinney’s Development Community.
• This new joint City/Chamber committee’s efforts would be primarily focused on the following areas:
o Bring issues with the development process forward for discussion and resolution;
o Serve as a sounding board for process improvement and service level enhancements;
o Serve as a review committee for pending ordinance amendments and other regulatory modifications;
o Serve as a resource regarding innovative ideas being implemented successfully in other communities in the region; and
o Serve as advocates in the region for development in McKinney.
• Since the July work session discussion, Staff presented the item to the McKinney Chamber of Commerce Board and they subsequently appointed the following members to the McKinney Development Committee:
o Jennifer Cox - Chamber Board Member
o Brandon Johnson - Chamber Board Member
o Matt Hamilton - Local Yocal
o Lance Black - Vazata
BACKGROUND INFORMATION:
• Historically, in order to solicit more meaningful feedback from development partners City Staff partnered with the McKinney Economic Development Corporation’s (MEDC) Business Retention and Expansion Program (BREP) to facilitate meetings wherein issues with the development process could be discussed and improved with involvement from embers of McKinney’s Development Community.
• Over time, participation at the BREP meetings (A.K.A.: Development Advocacy Group) waned, agendas became redundant and the effectiveness of them was questioned. Recently, City Staff modified the subject matter to address specific topics but that also seemed ineffective in recharging the momentum of the meetings.
• This new committee is intended to replace previous groups/committees and reinitiate an open dialogue between the City and its development partners.
