RECOMMENDED CITY COUNCIL ACTION:
* Approve Resolution to authorize execution of Memorandum of Understanding and approving payment of $1,500 to three (3) artists to create 1/10 scale models (Design Concept) of proposed sculpture for Mitchell Park.

ITEM SUMMARY:
* Proposals were received from forty-three (43) Artists. The Selection Panel chose three (3) artists to develop a Design Concept for the Mitchell Park Sculpture at a cost of $1,500 ($500 per artist).

* The Selection Panel is composed of four (4) members, including one member of the McKinney Arts Commission.

* The sculpture models will be displayed at MPAC during the Cultural Arts District designation celebration on Saturday, November 10th. Residents will be invited to comment on their favorite sculpture for Mitchell Park. Resident recommendations will be brought to the Selection Panel and the Selection Panel will bring one of the three Design Concepts to the McKinney Arts Commission.

* If approved by the McKinney Arts Commission, the recommended Design Concept and Contract for the award of the project ($40,000), will be brought back to City Council for approval.

BACKGROUND INFORMATION:
* Per the Public Art Master Plan approved by City Council, at least 50% of funds for public art projects will come from sources other than the City.
* DFA, LTD (Don Day and children Dana, Craig and Lisa Day) is providing the $750 match for the design concept.
