RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with SYB Construction Company, Inc. for the Construction of the McKinney Substandard Utility Replacement and Street Rehabilitation Project East of SH 5 (CO1704)  for a total contract amount not to exceed $7,790,000.

 

BACKGROUND INFORMATION:

                     Grantham and Associates, Inc. prepared the construction plans for the Mckinney Substandard Utility Replacement and Street Rehabilitation Project East of SH 5 Project (CO1704).

 

                     The project includes the replacement of approximately 11,000 feet of existing water mains, 8,200 feet of existing wastewater mains and approximately 25,000 square yards of street rehabilitation, generally east of SH 5, north of Elm Street and south of US 380.

 

                     Four (4) bids were received for this project on October 18, 2018. The following is a summary of the bids:

                     SYB Construction Company, Inc. submitted the low bid in the amount of $6,776,470.69.

 

                     The low bid amount includes a base bid in the amount of $5,182,428.54, an additive alternate A bid in the amount of $144,954.90 and an additive alternate B bid in the amount of $1,449,087.25.

 

                     The additive alternate A and B bids were included to allow the City the option to reduce the scope of the construction contract based on available project budget.

 

                     Based on the low bid received, the award amount will include the base bid and additive alternates A and B.

 

                     SYB Construction Company, Inc. submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation.

 

                     The contract documents require that this project be substantially completed within 525 calendar days after issuance of the Notice to Proceed, which is expected to be issued in January 2019  Construction is expected to be complete by June 2020.

 

                     All necessary right-of-way and easements have been acquired for this project in order to construct the proposed improvements.

                     

                     There is an accompanying item on the Council Agenda authorizing a Construction Inspection Services contract for the project.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a contract and all necessary change orders with SYB Construction Company, Inc. for an amount not to exceed $7,790,000.

 

                     With the approval of this item and accompanying items for the Mckinney Substandard Utility Replacement and Street Rehabilitation Project East of SH 5, $61,025.00 will remain in Project CO1704.
