RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes a contract with Freese and Nichols, Inc. to provide construction inspection services during the construction of the McKinney Substandard Utility Replacement and Street Rehabilitation Project East of SH 5 (CO1704), for an amount not to exceed $145,000.

BACKGROUND INFORMATION:
* A concurrent item is included on the Council Agenda recommending award of a construction contract for the McKinney Substandard Utility Replacement and Street Rehabilitation Project East of SH 5.
* Freese and Nichols, Inc. submitted a response to RFQ 17-58 for Miscellaneous Construction Inspection services. They were selected as the most qualified firm by City Council on August 15, 2017.
* The Engineering Department has previously identified a need to supplement its current engineering inspection staff with additional third-party construction inspectors to increase the level of inspection provided and to better ensure that new infrastructure is constructed in accordance with the design and City of McKinney requirements.
* A detailed level of construction inspection is required for this project which involves installation of approximately 11,000 feet of existing water mains, 8,200 feet of existing wastewater mains and approximately 25,000 square yards of street rehabilitation.
