BACKGROUND INFORMATION:
• The North Central Texas COG (NCTCOG) currently administers 9-1-1 services under the direction of the Texas Commission on State Emergency Communications. To pay for the provision of these 9-1-1 services, state law provides for a $0.50 fee to be collected each month on individual and business telephone bills. These fees are collected by the State Comptroller’s office and the State Legislature determines how much of the funds from these fees are returned to the region. At this time, the state is holding a large amount of the funds generated by these fees
• In the 84th Session of the Legislature, a law was passed (SB 1108) allowing councils of governments to form 9-1-1 Districts whereby all fees collected from citizens and businesses within these districts are remitted directly to the districts to be used solely for the provision of 9-1-1 services. It also called for these districts to be governed by local elected officials from member counties and cities.
• The NCTCOG 9-1-1 District will be created on December 3, 2018. State law stipulates that an initial board meeting be held to determine the size and qualification of a permanent board and to conduct other necessary business. The initial board will be comprised of elected officials appointed by their governing bodies through an official resolution. Eligible jurisdictions are entitled to appoint a representative, but are not required to do so. A resolution is due no later than Friday, November 16, 2018.
