RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Blue Star Utilities, LLC for the construction of the WW4213 - Stover Creek Sanitary Sewer Project for a total contract amount not to exceed $2,912,697.

BACKGROUND INFORMATION:
* This Resolution is related to a previous Agenda Item (17-1191), dated December 5, 2017 regarding an Escrow and Utility Impact Fee Credit Agreement with HRC WCP Partners, L.P. (HRC), where construction of the Stover Creek Interceptor Sewer is a public/private partnership between the City and HRC.
* The sanitary sewer shall be constructed along Stover Creek from its current terminus near the intersection of Wilmeth Road and future Ridge Road (CR 124 and CR 161) to Bloomdale Road. The location is shown on the attached location map.
* After the bid, the developer escrowed $ 1,672,697, which is their portion of the construction cost plus 25% for any unanticipated costs.
* The city's participation in the project is capped at $1.24 million, which is available in the WW4213 - Stover Creek Sanitary Sewer Project.
* JBI Partners prepared the construction plans and specifications for this project.
