RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $65,290, as well as all required supplemental agreements thereto, with Othon, Inc. for professional consulting engineering services for the design of traffic signals and associated intersection improvements for the intersection of Alma Road at Henneman Way and for the design of a pedestrian hybrid beacon at the proposed trail crossing of Alma Road north of Henneman Way, for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $80,000.

BACKGROUND INFORMATION: 

                     The intersection of Alma Road at Henneman Way has been identified and recommended for installation of a traffic signal by City of McKinney Transportation Engineering.

                     The installation of a traffic signal at this location will necessitate minor intersection improvements such as installation of new pedestrian ramps, modifications to curb lines and/or median noses, and other miscellaneous items.

                     A proposed hike and bike trail will be constructed by a Developer in conjunction with the Parks Department under separate contract.  The trail is currently under design and construction is anticipated to begin in late 2019.

                     The installation of a pedestrian hybrid beacon at this location will support development in the area, including Parkside at Craig Ranch, HUB 121, Craig Ranch Multifamily, and Craig Ranch Corporate Center.

                     Othon, Inc. submitted a response to 2018-02RFQ for traffic engineering services.  They were one of three firms shortlisted in the traffic signal design category by City Council on January 16, 2018.

                     Construction of this project is estimated to cost a total of approximately $625,000.

                     Othon, Inc. submitted a proposal for this project in the amount of $65,290 (10.4% of the overall estimated construction cost) to perform the engineering services. Additional services, if needed, will be provided on an hourly basis, as needed during the design and construction.

                     Upon approval of the engineering services contract, Othon, Inc. will perform the design and prepare the construction documents for the project.

FINANCIAL SUMMARY: 

                     This Resolution authorizes a contract with Othon, Inc. for an amount not to exceed $80,000.

                     Funds are available in the Capital Improvements Program TR1843 ($80,000).

 

                     With the approval of this item, $223,670 will remain in TR1843.

 

                     Due to Roadway Impact Fee Zones, construction funds will be drawn from multiple Capital Improvement Program project accounts, including TR1843, TR1845, and TR1846 as appropriate for each location.
