                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $434,793, as well as all required supplemental agreements thereto, with Cobb, Fendley & Associates, Inc. for professional consulting engineering services for the Main Replacements & Street Rehab (Northwood Park / Westwood Park Area) Project, for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $480,000.

 

BACKGROUND INFORMATION: 

                     The FY19 annual budget includes funding for replacement of existing water mains, wastewater mains, and street pavement which have reached the end of their service life and/or which have known maintenance concerns. 

                     Funding for these improvements were allocated in the FY19-23 Capital Improvements Plan under “umbrella” projects ST1622 (Street Reconstruction), WA4336 (Substandard Mains - Water), and WW4350 (Substandard Mains - Wastewater).

                     As specific projects using these funds are identified on an annual basis, a new capital project is created and funded based on available budget.

                     Engineering staff has previously worked with the Public Works Department to identify water, wastewater, and street improvements to be initiated in FY19.

                     Locations identified for FY19 improvements include the subdivisions of Northwood Park and Westwood Park generally located just west of US 75 north and south of Virginia Parkway.

                     A new project, CO1902 Main Replacements & Street Rehab (Northwood Park / Westwood Park Area), has been created and funded utilizing existing umbrella funding available in the FY19 budget.

                     The overall project consists of the replacement of approximately 11,000 feet of existing water mains, approximately 7,500 feet of existing wastewater mains, and approximately 17,000 square yards of street paving.

                     Cobb, Fendley & Associates, Inc. submitted a response to RFQ 18-46 for On-Call Utility Design Services.  They were one of eleven firms shortlisted by City Council on October 2, 2018. 

                     Cobb, Fendley & Associates, Inc. submitted a proposal for professional services required for this project in the amount of $434,793. Their scope generally includes the following elements:

o                     Basic Services (Design Services & Bid Phase Services)

o                     Special Services (Field Topographic Survey, Subsurface Utility Exploration, and Construction Administration Services)

                     The preliminary opinion of probable construction cost (OPCC) is $5,496,746.

                     The fee for basic services is $316,985 (5.8% of the OPCC) and the fee for special services is $117,808 (2.1% of the OPCC).

                     Design of this project is anticipated to take 7-8 months to complete.  Construction is anticipated to begin as early as November 2019 (contingent on availability of construction funding) and to be completed by November 2020.

                     

FINANCIAL SUMMARY: 

                     This Resolution authorizes a contract with Cobb, Fendley & Associates, Inc. for an amount not to exceed $480,000.

                     Funds are available in the Capital Improvements Program Project CO1902.

                     With the approval of this item, $3,898,099 will remain in CO1902.
