RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $281,050, as well as all required supplemental agreements thereto, with Jacobs Engineering, Inc. for professional consulting engineering services for the Virginia Pkwy Lanes 5 & 6 from Custer Rd to Virginia Parklands Blvd Project (ST1839), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $310,000.
BACKGROUND INFORMATION:
• Virginia Parkway is currently a four lane divided arterial from Custer Rd to Virginia Parklands Blvd.
• Virginia Pkwy is currently identified as a six lane divided major arterial in the adopted Master Thoroughfare Plan.
• This project will include the widening of Virginia Parkway (within the existing median) from four lanes to six lanes from west of Custer Rd to Virginia Parklands Blvd, a distance of approximately 5,300 feet. It will also include intersection capacity improvements at the intersection of Virginia Parkway and Custer Road (EB/WB dual left-turns and EB/WB right-turn lanes).
• Existing median trees and landscaping which are impacted by widening will be mitigated and the project will include relocation, replacement, and/or installation of new landscaping.
• Jacobs Engineering Inc. submitted a response to RFQ 18-45 for On-call Roadway Design Services. They were one of twelve firms shortlisted by City Council on October 8, 2018.
• Jacobs Engineering Inc. submitted a proposal for this project in the amount of $281,050. Their scope includes the following elements:
o Basic Services (Design Services & Bid Phase Services)
o Special Services (Field Topographic Survey, Subsurface Utility Exploration, Franchise Utility Coordination, Right-of-Way and Easement Documentation, Environmental Investigations, and Construction Administration Services)
• The preliminary opinion of probable construction cost (OPCC) is $1,810,642.40.
• The fee for basic services is $185,526.18 (10.2% of the OPCC) and the fee for special services is $95,523.82 (5.3% of the OPCC).
• Design of this project is anticipated to take 6 months to complete. Construction is anticipated to begin as early as December 2019 (contingent on availability of construction funding) and to be completed by June 2020
FINANCIAL SUMMARY:
• The Resolution authorizes a contract with Jacobs Engineering Inc. for an amount not to exceed $310,000.
• Funds are available in the Capital Improvements Program Project ST1839.
• With the approval of this item, $1,490,000 will remain in ST1839.
