MEETING DATE:                     February 28, 2019

DEPARTMENT:                      McKinney Community Development Corporation

ITEM SUMMARY:

The McKinney Community Development Corporation will conduct a public hearing on the project grant application submitted by Heard-Craig to fund upgrades to the Carriage House on the Heard-Craig property in historic downtown McKinney.

BACKGROUND INFORMATION:

MCDC has allocated $1,364,926 to fund community projects eligible for consideration under sections 501 to 505 of the Texas Local Government Code in FY 19.

Support for McKinney entertainment, cultural and tourist facilities is a strategic priority for the MCDC board of directors.

The Heard-Craig Center, is a downtown landmark historical center that was built in 1900. In 1971, it was formally established as a nonprofit organization to provide “no cost” meeting facilities to more than 20 local educational and fine arts groups.

The Heard-Craig Center is operated as an event center and art museum with a mission dedicated to education, preservation and enlightenment.

If approved, the project grant would fund re-design and reconstruction of the flat roof on the Carriage House. The current design leads to water leakage and damage in the building.

Additionally, approval of the grant would allow for installation of a museum amenity - a machine stocked by the Artists in Cellophane organization that would allow visitors to McKinney and Head-Craig to purchase an original art piece for $5. Other notable locations for this type of amenity include the Boston Museum of Art and the Houston Museum of Art.

Approval of this request would provide funds for both components of the grant request made by Heard-Craig.

FINANCIAL SUMMARY:

The request is eligible for MCDC consideration under Section 505.152 of the Texas Local Government Code - Projects Related to Recreational or Community Facilities.

The project will enhance the quality of life for McKinney residents.
