RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $359,004, as well as all required supplemental agreements thereto, with Cobb, Fendley & Associates, Inc. for professional consulting engineering services for the Arterial Capacity Improvements Project (ST1835), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $400,000.

 

BACKGROUND INFORMATION:

                     The FY19 annual budget includes funding for various citywide intersections capacity improvements under Capital Improvement Project ST1835, Arterial Capacity Improvements Project.

                     The following intersections are in need of capacity improvements based on current traffic volumes and future traffic projections:

o                     Eldorado Parkway and Alma Road

o                     McKinney Ranch Parkway and Lake Forest Drive

o                     Virginia Parkway and Stonebridge Drive

o                     Hardin Boulevard and White Avenue

                     At Eldorado Parkway and Alma Road, dual left turn lanes will be added to eastbound, northbound and southbound approaches along with right turn lanes for the eastbound, westbound and northbound approaches.

                     At Mckinney Ranch Parkway and Lake Forest Drive, dual left turn lanes will be added to the westbound approaches along with adding right turn lanes for the westbound and northbound approaches.

                     At Virginia Parkway and Stonebridge Drive, dual left turn lanes will be added to the northbound and southbound approaches as well as adding a right turn lane to the northbound approaches.

                     At Hardin Boulevard and White Avenue, a right turn lane will be added to the northbound approach.

                     Cobb, Fendley & Associates, Inc. submitted a response to RFQ 18-45 for On-Call Roadway Design Services. They were one of twelve firms shortlisted by City Council on October 2, 2018.

                     Cobb, Fendley & Associates, Inc. submitted a proposal for this project in the amount of $359,004.

                     The preliminary opinion of probable construction cost is $2,199,814.

                     The fee for basic services is $238,261 (10.83% of the engineer’s opinion of probable cost of construction) and the fee for special services is $120,743 (5.49% of the engineer’s opinion of probable cost of construction).

                     Design of this project is anticipated to take approximately 8 months to complete with construction estimated to begin in January 2020.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Cobb, Fendley & Associates, Inc. for an amount not to exceed $400,000.

                     Funds are available in the Capital Improvements Program Project ST1835.

                     With the approval of this item, $3,600,000 will remain in ST1835.
