RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This resolution authorizes the formal rejection of all bids received for 19-15FP, Street Striping & Pavement Materials.

BACKGROUND INFORMATION:
* Invitation for Bids was issued on January 20, 2019 for an annual fixed price contract.
* A total of four (4) bid responses were received by the Purchasing Department on February 7, 2019
* The specifications included in the solicitation included increased material thicknesses and more stringent application and production rate requirements than those used for previous contracts.
* Bids received for the solicitation were reviewed by Transportation Engineering and Traffic Control staff following the bid opening. While the bids received were considered responsive, the pricing for pavement marking line items were deemed too costly. Staff determined that the more stringent specification requirements led to the increased pricing, and that this cost increase was not compatible with current budgetary limitations.
* Staff is modifying the specification requirements to reduce material thicknesses, loosen application and production requirements, and to add line items to more clearly define some requirements which may have led to increased item costs.
* Additionally, this solicitation included items intended for use by Collin County for rural roadways. Pavement marking requirements and traffic control needs on rural roadways differ significantly from those of urban roadways. The conjoined items f...
