RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* The State Water Code requires all Public Water Supplies to update their water conservation and drought contingency plans every five (5) years. The City's current Water Conservation Plan was approved in April 2014. These plans are to be submitted to Texas Commission on Environmental Quality (TCEQ) by May 1, 2019.

* Water Conservation Plans are required by the TCEQ rules that govern the development of drought contingency plans for public water suppliers. For the purpose of these rules, a drought contingency plan is defined as "a strategy or combination of strategies for temporary supply and demand management responses to temporary and potentially recurring water supply shortages and other water supply emergencies."

* This Model Plan was designed, with input from all 13 Member Cities, to meet TCEQ regulations while remaining flexible to be tailored to each City's particular parameters.

1. The Model Plan includes:

* Conservation Requirements:
Setting reduction goals, establishing metering programs, raising public awareness, establishing a leak detection program, adopting non-promotional water rate structure, develop a landscape management ordinance, coordinating with water planning group, annual water loss accounting and reporting and requiring conservation plans for wholesale customers.
