ITEM SUMMARY:
• On April 2, 2019, the North Texas Family Health Foundation (NTxFHF) asked the City of McKinney to contribute $2.5 million towards the construction of the Family Health Center at Virginia Parkway, a Federally Qualified Health Center.
• The proposed resolution expresses the Council’s support for the project and intention to partner with the North Texas Family Health Foundation through a Chapter 380 economic development agreement, not to exceed $1.55 million.
• The proposed resolution also encourages the McKinney Economic Development Corporation (MEDC) and McKinney Community Development Corporation (MCDC) to support the project with the remainder of the $2.5 million.
BACKGROUND INFORMATION:
• The Family Health Center at Virginia Parkway has opened a temporary 6,800 square foot clinic in the Wysong Hospital Campus at the corner of Central Expressway (Highway 75) and Virginia Parkway.
• The health center is looking to construct a permanent home along Virginia Street, west of Graves Street.
• The proposed health center will be a 25,000 square foot facility that will offer primary medical, dental, behavior and specialty OB as well as graduate medical classes and residency programs for doctors, nurse practitioners and physician’s assistants.
• Federally Qualified Health Centers are community based health care providers that receive funds from the federal Health Resources & Services Administration (HRSA) to provide primary care services in underserved areas. They must meet a stringent set of requirements, including providing care on a sliding fee scale based on ability to pay.
• Federally Qualified Health Centers provide comprehensive services, including:
o Preventative health services
o Dental Services
o Mental health and substance abuse services
o Transportation services necessary for adequate patient care
FINANCIAL SUMMARY:
• Independent Bank, the corporate sponsor for the NTxFHF, is requesting City of McKinney to match their $2.5 million donation.
• MEDC and MCDC boards have been requested to fund $950,000 in infrastructure costs.
• The City of McKinney would fund the remaining $1.55 million of the commitment over the next three fiscal years out of the General Fund.
o $500,000 would be allocated from FY19 funds that have been approved for payments of Chapter 380 agreements.
o The City of McKinney would need to appropriate the balance of the funds in FY’s 20 and 21.
