RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
* This Resolution authorizes a contract with Halff Associates, Inc. to provide consulting engineering services for the design of the Wilmeth Road Lanes 3 & 4 Project (ST1723) for an amount not to exceed $440,000.

BACKGROUND INFORMATION:
* The project will involve the design of the westbound lanes (north side lanes) of Wilmeth Road from the existing lanes at Wilmeth Distribution to SH 5. The future alignment of Wilmeth Road from SH 5 to County Road 331 will also be examined.
* In addition to the roadway expansion, the design will include median lighting along Wilmeth Road from US 75 to SH 5.
* The roadway improvements will also necessitate improvements to and modification of the existing traffic signal at SH 5 and Wilmeth Road.
* Halff Associates, Inc. submitted a response to 18-45RFQ for On-call Roadway Design Services. They were one of twelve firms shortlisted by City Council on October 2, 2018.
* Halff Associates, Inc. submitted a proposal for this project in the amount of $390,738.
* The preliminary opinion of probable construction cost is $2,037,000.
* The fee for basic services is $215,036 (10.6% of the construction cost) and the fee for special services is $175,702 (8.6% of the construction cost).
