ITEM SUMMARY: 

                     This Ordinance amends Section 62-480 of the Code of Ordinances which establishes designated truck routes within the City.  This amendment is to update the designated truck route listing to reflect the current City of McKinney roadway network.  The last update to truck route designations occurred in 2004, and numerous modifications to the roadway network have occurred since that time, including construction of new roadways and changes to the Texas Department of Transportation (TxDOT) highway system.

                     This Ordinance will remove the truck route designation from Farm-to-Market (FM) Road 720.  This roadway was removed from the State Highway System within the McKinney City Limits circa 2008.

                     This Ordinance will remove the truck route designation from the segments of Virginia Parkway formerly designated by TxDOT as Farm-to-Market (FM) Road 3038 and Spur Highway 359.  These segments were removed from the State Highway System circa 2016 are now City roadways. 

                     This Ordinance will modify truck route designations along Farm-to-Marker (FM) Road 543 to reflect changes to the TxDOT roadway designations related to the construction of Laud Howell Parkway, circa 2014. 

                     This Ordinance will add truck route designations to Farm-to-Market (FM) Road 543, Spur Highway 399, Spur Highway 195, Harry McKillop Boulevard (FM 546), Industrial Boulevard, and Airport Drive.

 

 BACKGROUND INFORMATION: 

                     In January 2000, City Council passed an Ordinance (Ord. 2000-01-01) establishing the designated truck route as Spur 359 from U.S. 75 to Graves Street.

                       In March 2004, City Council passed an Ordinance (Ord. 2004-03-023) expanding the designated truck routes to include all U.S. Highways, State Highways, Farm-to-Market Roadways, and Spur Roadways maintained by the Texas Department of Transportation (TxDOT) within the jurisdictional boundaries of the City of McKinney.

                     FM 720 previously extended from FM 2478 (Custer Road) to U.S. 75 along portions of the current alignments of Stacy Road and McKinney Ranch Parkway. Once construction of the current alignments of Stacy Road and McKinney Ranch Parkway was completed circa 2008, the roadway formerly known as FM 720 no longer existed and TxDOT removed FM 720 from the State Highway System. 

                     Previously, FM 3038 (Virginia Parkway) extended from U.S. 75 westward to a point approximately 1200 feet west of Hardin Boulevard and Spur 359 (Louisiana and Virginia Streets) extended eastward from U.S. 75 to Graves Street. TxDOT removed both FM 3038 and Spur 359 from the State Highway System and transferred ownership to the City of McKinney circa 2016.

                     FM 543 previously extended from SH 5 northwestward through what is today the Trinity Falls MUD. The segment of FM 543 west of US 75 between Trinity Falls Parkway US 75 was removed from the State Highway System at the time Laud Howell Parkway was constructed, circa 2014.  TxDOT renamed the remaining segment of FM 543 east of U.S. 75 which runs between SH 5 and US 75 as Spur 195.  TxDOT retained the designation of FM 543 for the alignment of FM 546 west of Trinity Falls Parkway.  

                     TxDOT completed construction of a new alignment of FM 546 in late 2018 which is locally known as Harry McKillop Boulevard. At this time, TxDOT is in the process of removing the old alignment of FM 546 from the State Highway System and transferring ownership of the remnant portions of the old alignment to the City of McKinney. Until this transaction is complete, TxDOT will not officially designate the newly constructed segment as FM 546. For the purposes of this item, the new roadway segment is currently defined by its local name of Harry McKillop Boulevard.

                     The old FM 546 alignment included a commensurate route segment along Industrial Boulevard between McDonald Street (SH 5) and Westmoreland Drive.  The realignment of FM 546 and pending removal of the FM designation for this segment of Industrial Boulevard will remove this segment from the list of designated truck routes by definition.  Given that the existing businesses and developments along Industrial Boulevard include a number of manufacturing and industrial uses with high percentages of truck traffic, Staff recommends that Industrial Boulevard from SH 5 to Airport Drive be designated as a truck route. 

                     In order to create an alternate north-south truck route to SH 5, Staff recommends that Airport Drive from U.S. 380 to Harry McKillop Boulevard be designated as a truck route.  

 

FINANCIAL SUMMARY: 

                     Funds to install any additional related truck route signage are available in the operating budget of the Engineering Department.
