                     Approval of this Ordinance.  

 

ITEM SUMMARY: 

                     This Ordinance will designate roadway names for three arterial roadways in the area of the Trinity Falls development.

                     o                     This Ordinance will designate the name of Trinity Falls Parkway for the arterial roadway which will ultimately extend from Laud Howell Parkway northward to the northern City Limit.  The portion of this roadway which exists today south of County Road 228 will be unaffected by this ordinance. The roadway will extend northward from its current intersection with County Road 228 along the alignments of County Roads 206 and 281, and continuing to the north City Limit.  The portion of existing roadway extending eastward from the intersection of Trinity Falls Parkway and County Road 228 will be renamed by this ordinance.

                     o                     This Ordinance will designate the name of Olympic Crossing for the arterial roadway that extends from future Hardin Boulevard, eastward along the alignment of County Road 228, and ultimately to Melissa Road.

                     o                     This Ordinance will designate the name of Parkland Crescent for the new location arterial roadway that extends from future Hardin Boulevard, eastward along the alignment of County Road 228, and ultimately to Melissa Road.

 

BACKGROUND INFORMATION: 

                     The Developer of Trinity Falls is currently in the design and construction phases continuing developments in the Trinity Falls municipal utility district (MUD).  The construction of these phases includes design and construction of new arterial roadways in the Trinity Falls area.

                     To date, the roadways constructed in the MUD have been primarily residential streets and collector roadways.  Since these streets are located within the MUD and are not City Streets, the City of McKinney has largely deferred to the Developer to determine street names.  Since the Trinity Falls MUD is served by City of McKinney Police and Fire Departments, City of McKinney street naming policies require a check by the City GIS department to confirm that names are appropriate and no duplication occurs.  Final acceptance and designation of street names requires the approval the Public Safety Department.

                     Per the City of McKinney Code of Ordinances, the City of McKinney has naming authority over City Streets.  Since the arterial roadways within and surrounding the MUD are dedicated City Streets, naming of these roadways is under the purview of the City Council. City Council appointed a street naming sub-committee in October 2018 to select names for the three arterial roadways currently under design and/or construction.

                     Staff from the Planning, Engineering, and GIS Departments worked with the Developer to determine a naming concept and presented this plan to the Council Sub-committee on street naming.  The plan was been mutually agreed upon by both City Staff and the Developer.  The street naming Sub-committee approved the plan as attached to this item.

                     The Developer of Trinity Falls will be responsible to file Plats and/or certificates of correction as necessary to properly record the names of the affected roadways.

                     The Developer of Trinity Falls will be responsible for the installation and/or replacement of any street name signage and/or other physical street address information displayed on buildings, structures, etc. along the affected roadways.

                     Staff will make all necessary changes to the Comprehensive Plan and to the City of McKinney geographic information system (GIS) reflecting the designated arterial roadway names.  Staff will inform the United States Postal Service of the changes.

 

FINANCIAL SUMMARY: 

                     No funds will be expended as part of this item.

 

 

BOARD OR COMMISSION RECOMMENDATION:

                     The City Council Sub-committee recommended the name of either Olympic or Great Basin for the arterial which extends southward from Melissa Road to Hardin Boulevard. The Sub-committee recommended the name of Parkland for the arterial which extends northward from Melissa Road to Hardin Boulevard. Lastly, the Sub-committee recommended that the alignment of Trinity Falls Parkway be revised to extend northward from County Road 228 to the northern city limits, as included in the City of McKinney Comprehensive Plan.
