ITEM SUMMARY: 

                     The number of individuals experiencing homelessness has increased in McKinney in the last year.

                     City Council would like to proactively respond to this issue and provide policy direction to mitigate the effects of homelessness - for business owners, residents, as well as those experiencing homelessness.

 

BACKGROUND INFORMATION: 

                     During late 2018/early 2019, individuals without a permanent residence took overnight shelter in the courtyard of the Roy and Helen Hall Library.  This resulted in debris in the courtyard and negatively impacted resident experience at the library.

                     The courtyard is now gated and closed outside regular library hours.

                     Downtown McKinney business owners have noted an increase in the number of individuals who appear to be homeless soliciting in and around businesses.
