ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Archer Western Construction, LLC for the WA1625 - University Pump Station - 920 PP Pump No. 8 Project for a total contract amount not to exceed $2,610,000.

 

BACKGROUND INFORMATION:

                     Per the 2012-2013 Water Master Plan, a new 920 Pressure Plane (PP) 15 Million Gallons per Day (MGD) pump is needed to provide additional pumping capacity for the growing City population and businesses.

                     The Public Works Department has requested to add the new pump to assist in meeting the peak summer demands and to provide supplemental pumping redundancy due to the age of the existing pumps that serve the 920 PP.

                     A new 15-MGD will be installed in the vacant Pump Slot No. 8.  The addition of the pump will require the design of the piping, valves and gauges from the existing pump base to the flanged plug at the pump station wall.  The work will include the addition of a Variable Frequency Drive (VFD) for proposed Pump No. 8 and the replacement of an existing VFD for existing Pump No. 2 along with all the electrical connections and Supervisory Control and Data Acquisition (SCADA) controls.

                     Improvements to the Heating, Ventilation and Air Conditioning (HVAC) system will be provided due to the heat loads of the new VFDs in the electrical room.

                     Upgrade and modification to existing electrical equipment include:

o                     Specification of a spare pad mounted switch gear.

o                     Specification of an upgraded computer and spare hard drive for the Caterpillar Human Machine Interface (HMI).

o                     Specification for service or replacement of the battery system for the switchgear.

o                     Upgrade of the motor protection relays on the soft-starters.

o                     Upgrade the metering on the switchgear and motor control centers.

o                     Replacement of the power factor correction capacitors on the soft starters.

                     Birkhoff, Hendricks, & Carter, LLP. prepared the construction plans and specifications for this project.

                     On Thursday, May 2, 2019, the Purchasing Department opened the Request for Competitive Sealed Proposals (RFCSP) for the project.  Four (4) Competitive Sealed Proposals were received for 19-43RFCSP.

                     The RFCSP evaluation process was selected to offer the City the opportunity to evaluate the potential contractors due to the complexity of the project.

                     An evaluation team comprised of two City employees and one employee from Birkhoff, Hendricks, & Carter, LLP.  reviewed and ranked the proposals based on the following criteria:

o                     40 Points: Proposal Price

o                     20 Points: Additive Alternate Items (101, 201, 301) Price

o                     40 Points: Contractor Qualifications

                     The Additive Alternate bid items 101, 201, and 301 were separate standalone electrical improvement items for the pump station that were dependent on the available budget.   All three Additive Alternates will be included with this construction project.

                     Archer Western Construction, LLC submitted the lowest based bid and scored the highest in the categories of contractor qualifications and project approach.

                     Archer Western Construction, LLC submitted references and qualifications that were evaluated in accordance with the bid specifications, as shown in the attached Letter of Recommendation dated May 16, 2019.

                     The contract documents require that this project be substantially completed within 480 calendar days and after issuance of the Notice to Proceed, which is expected in June 2019. Construction is expected to be substantially complete by October 2020.  An additional 30 calendar days are allowed to reach final completion.  Final completion is expected in November 2020.

                     The evaluation team recommends awarding Archer Western Construction, LLC the construction contract for the WA1625 - University Pump Station - 920 PP Pump No. 8 Project.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a contract and all necessary change orders with Archer Western Construction, LLC for an amount not to exceed $2,610,000.

                     Funds are available in the Capital Improvements Program in WA1625.

                     With the approval of this item, $85,000 will remain in WA1625.
