RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a professional services agreement with Brinkley Sargent Wiginton Architects, Inc. to provide architectural and engineering (A/E) services in conjunction with the Apex Centre Expansion and Renovation Project.
• The selected consultant team, Brinkley Sargent Wiginton Architects, Inc., submitted a proposal to provide A/E services for the design and construction of the Apex Centre Expansion and Renovation Project.
BACKGROUND INFORMATION:
• Brinkley Sargent Wiginton Architects, Inc. is a professional architectural consulting firm based in Dallas, Texas. The firm’s services include residential, commercial and civic architectural design. This firm brings a wealth of experience specializing in municipal facilities including city halls, public safety buildings, fire stations, senior centers, community centers and maintenance facilities.
• In developing the best procurement method for this project, the City of McKinney solicited A/E firms through a request for qualifications (RFQ 19-45RFQ) process. Of the nine firms that responded, the top three were interviewed and because of BSW’s previous experience with the City of McKinney on Parks and Recreation projects, it was determined that the City is best served by the use of BSW on this project.
FINANCIAL SUMMARY:
• On February 29, 2019, the McKinney Community Development Corporation (MCDC) approved a project grant to fund this study in the amount of $150,000. The Apex Centre Expansion and Renovation project is a CIP project with funds available in PK1825.
• The Resolution authorizes the City Manager to execute a professional services agreement with Brinkley Sargent Wiginton Architects, Inc. for the Architectural and Engineering Services for the Apex Centre Expansion and Renovation Project for an amount not to exceed $149,250. With approval of this item, there will be $750 remaining in PK1825.
BOARD OR COMMISSION RECOMMENDATION:
• Evaluation of existing facilities and master planning for the Apex Centre was discussed at a recent Parks & Recreation Advisory Board meeting.
