RECOMMENDED CITY COUNCIL ACTION:

                     Authorization of City Manager to execute an Interlocal License Agreement between Collin County and the City of McKinney

 

ITEM SUMMARY:

                     The proposed Interlocal License Agreement between Collin County and the City of McKinney permits an exchange of tower access for the purpose of maintaining and installing public-safety radio systems operated by (a) the County’s Sheriff’s Department on one of the City’s elevated water storage tanks, and (b) the City’s Police Department on the County’s radio tower.

 

BACKGROUND INFORMATION:

                     In December 2000, the City of McKinney entered into an Interlocal Agreement with Collin County that permitted the City to install equipment on the County’s radio tower and a supporting equipment shelter at the County’s service center for the City’s two-way voice radio communications system for the City’s Public Safety and Public Service Departments.

                     The Collin County Sheriff’s Department is in the process of upgrading its communications system equipment to service the County and has developed plans that include the installation of their system equipment on one of the City’s elevated water storage tanks and a supporting equipment shelter on the associated City-owned property located on Westridge Road.

                     Each party is responsible for maintaining their respective equipment and shelter.

 

FINANCIAL SUMMARY:

                     Each party’s provision to the other of the license rights under this Agreement is a governmental or public-safety function or service for first responders, and no party will make a profit by exercising its rights under this Agreement.

                     Each party will compensate the other by making license payments in the amount of $800 per month. Any increase in such monthly license payments by one party will automatically increase the monthly license payments for the other party so the monthly license payments remain cost neutral.

                     Funding is currently budgeted in the Police Department’s operational budget.
