RECOMMENDED CITY COUNCIL ACTION:
* Provide direction on providing additional resources at Roy and Helen Hall Memorial Library for persons experiencing homelessness.

ITEM SUMMARY:
* During inclement weather, persons experiencing homelessness utilize the Hall Library for access to controlled climate, drinking fountains, restrooms, computer workstations or to just relax and read.

* A recommendation from the Mayor's Task Force on Homelessness is explore the provision services to person's experiencing homelessness, such as office space for nonprofit service providers to more effectively connect people with the resources that they need.

* Based on this recommendation, staff would like to provide Council with a cost proposal to reconfigure the upstairs, west wing of the Hall Library, to provide office space for nonprofit service providers.

* The current upstairs, west wing of the Hall Library houses genealogy books, which are often available digitally, and can be relocated to the John and Judy Gay Library after renovation.

BACKGROUND INFORMATION:
* The Mayor's Task Force on Homelessness is composed of Mayor George Fuller; Councilmembers Charlie Philips and Scott Elliott; County Commissioner Darrell Hale; City Manager Paul Grimes; Terry Hockenbrough, President of the Collin County Homeless Coalition; Paul Ballesteros, Emmanuel Labor/Homeless Advocate; and Officer Bill Adams, McKinney Police Department, along with nonprofit service provider inofrmation and resource support.
