RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
* This Resolution authorizes the City Manager to enter into an Interlocal Agreement with the Allen Independent School District (AISD) to provide reimbursement to the District for school crossing guards at AISD school campuses within the City of McKinney.
BACKGROUND INFORMATION:
* In 2002, a Crossing Guard Program was developed to establish a program for paid adult school crossing guards at intersections as determined by the City of McKinney for McKinney ISD school campuses. An Interlocal Agreement was developed between the City of McKinney and McKinney ISD to establish the terms and conditions for the program. Under the agreement, the ISD employs the adult crossing guards and the City of McKinney reimburses the ISD for 100 percent of the cost of the program.
* In 2013, Allen ISD opened Lindsey Elementary, located within the Village Park neighborhood, and requested implementation of the same City of McKinney Crossing Guard Program for its school campuses located within the McKinney City Limits.
* Under the terms of this cooperative agreement, Allen ISD will hire, equip, and train the crossing guards, while the City of McKinney will reimburse Allen ISD for 100 percent of the costs associated with placement of adult crossing guards at intersections as designated and approved by the City of McKinney Engineering Department.
