RECOMMENDED CITY COUNCIL ACTION:
* Approve the Resolution

ITEM SUMMARY:
* Rapid Rehousing funding through HUD provides short-term rental assistance (up to one year) for persons experiencing homelessness to provide them with a safe, stable environment from which to rebuild physical, emotional and financial health.
* Funding for a Case Manager to be employed by the Samaritan Inn, will assist participants in dealing with the root causes of homelessness.

BACKGROUND INFORMATION:
* In the last year, the City of McKinney, along with many other communities, has experienced a rise in the number of individuals experiencing homelessness.
* Based on daily interactions between the McKinney Police Department Homeless Liaison Officer and homeless advocates, the current number of individuals experiencing homelessness in McKinney - living in their vehicles, on the streets or "couch surfing" - is estimated at approximately 150.
* The City of McKinney is a member of the Metro Dallas Homeless Alliance (MDHA) and is accessing these grant funds as part of that organization. MDHA set aside $1.2 million for Collin County due to the rise of homelessness in our area.
