RECOMMENDED CITY COUNCIL ACTION:                     

                     Approve the Amended Resolution

 

ITEM SUMMARY: 

                     After the Agenda Item was approved by City Council on August 20, 2019, staff discovered that the grant had a match requirement. The match of $71,663 will be provided by the City of McKinney and Samaritan Inn. Details under “Financial Summary”

                     Rapid Rehousing funding through HUD provides short-term rental assistance (up to one year) for persons experiencing homelessness to provide them with a safe, stable environment from which to rebuild physical, emotional and financial health.

                     Funding for a Case Manager to be employed by the Samaritan Inn, will assist participants in dealing with the root causes of homelessness.

 

BACKGROUND INFORMATION: 

                     In the last year, the City of McKinney, along with many other communities, has experienced a rise in the number of individuals experiencing homelessness.

                     Based on daily interactions between the McKinney Police Department Homeless Liaison Officer and homeless advocates, the current number of individuals experiencing homelessness in McKinney - living in their vehicles, on the streets or “couch surfing” - is estimated at approximately 150.

                     The City of McKinney is a member of the Metro Dallas Homeless Alliance (MDHA) and is accessing these grant funds as part of that organization.  MDHA set aside $1.2 million for Collin County due to the rise of homelessness in our area.

                     In Collin County, 34% of the homeless are children, 18% are fleeing domestic violence and 54% are employed. Nationally, 11% of the homeless are veterans.  The lack of affordable housing is the #1 reason cited for homelessness - 2019 Collin County Point in Time Survey.
