RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $2,058,500.00, as well as all required supplemental agreements thereto, with Kimley-Horn and Associates, Inc. for professional engineering services for the Wilmeth Road (Lake Forest Drive to Hardin Boulevard) Project (ST1719), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $2,265,000.

 

BACKGROUND INFORMATION:

                     The Capital Improvements Program includes funding for Wilmeth Road from Lake Forest Drive to Hardin Boulevard, a distance of approximately 8,450 linear feet, as a 4-lane divided greenway arterial. The project will also include the northbound lanes of Unnamed Arterial A (CR 943) from Ryeland Cove to Wilmeth Road (approximately 1,100 linear feet) and the southbound lanes of Hardin Boulevard from the existing terminus south of Holley Ridge Way to Wilmeth Road (approximately 1,550 linear feet).

                     Once constructed, and upon completion of CIP Project ST1617 (Ridge Road from US 380 to Wilmeth Road), Wilmeth Road will serve as a continuous/parallel route to US 380 between Ridge Road and SH 5.

                     Multi-lane roundabout intersections will be included in the design for the Wilmeth Road intersections at Lake Forest Drive, Unnamed Arterial A (CR 943), and Hardin Boulevard. A previous roundabout study has deemed multi-lane roundabouts at these locations as feasible and operationally efficient.

                     Kimley-Horn and Associates, Inc. submitted a response to RFQ 18-45 for On-Call Roadway Design Services. They were one of twelve firms shortlisted by City Council on October 2, 2018.

                     Staff has negotiated a scope and fee from Kimley-Horn and Associates, Inc. for professional engineering services and construction administration services in the amount of $2,058,500.00.

                     The preliminary opinion of probable construction cost is $18,859,000.

                     The fee for basic services is $1,577,600 (8.4% of the engineer’s opinion of probable cost of construction) and the fee for special services is $480,900 (2.5% of the engineer’s opinion of probable cost of construction).

                     Special services typically include survey for design, franchise utility coordination, subsurface utility engineering, preparation of necessary right-of-way and/or easements, geotechnical investigations, environmental investigations, and limited construction administration.

                     Staff is requesting approval of a not to exceed (NTE) amount of $2,265,000 in the event minor adjustments in the project scope are required during the design or construction administration services provided.

                     Design of this project is anticipated to take approximately 14 months to complete with construction estimated to begin as soon as early 2021.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Kimley-Horn and Associates, Inc. for an amount not to exceed $2,265,000.

                     Funds are available in the Capital Improvements Program Project ST1719.

                     With the approval of this item, $17,746,491.00 will remain in ST1719.

                     The remaining funding for the construction phase is programmed to be issued in late 2020 from voter-authorized bonds (transportation).

                     A partial funding match for the project by Collin County (2018 Collin County Bond Program) will be submitted for consideration as part of the “2019-2020 Call for City Projects.” If awarded, previously issued or programmed City of McKinney voter-authorized bonds (transportation) for the project will be reduced and/or leveraged to advance other transportation projects.
