RECOMMENDED CITY COUNCIL ACTION:
• Consider/Discuss the newly developed fiscal model as an implementation tool of the ONE McKinney 2040 Comprehensive Plan.
ITEM SUMMARY:
• The purpose of this Work Session item is to provide the City Council with an introduction to the newly developed Fiscal Model.
• Promoting fiscal health is a key component of the ONE McKinney 2040 Comprehensive Plan. As such, Staff and the project team have developed a new fiscal model tool to help provide a better understanding of the anticipated fiscal and market impacts of land use decisions.
• This new tool will now be provided to the Planning and Zoning Commission and the City Council when considering land use decisions and will replace the previously developed Land Use and Tax Base Analysis Maps.
BACKGROUND INFORMATION:
• The ONE McKinney 2040 Comprehensive Plan was adopted in October 2018.
• A key implementation strategy of the Comprehensive Plan was the development
of an updated fiscal impact model tailored to McKinney (Implementation Item 6.01).
