ITEM SUMMARY:
• The Federal Transit Administration is requiring all Section 5307 recipients to develop and implement a Public Transportation Agency Safety Plan (PTASP)
• TxDOT has procured Alliance Transportation Group (ATG) as the consultant to develop the MUTD’s safety plan
• The plan must be adopted by the MUTD on or before July 20, 2020
• PTASP specific required elements:
o Safety Management Systems
o Safety Performance Targets
o Employee Reporting Program
• The MUTD Board will need to appoint a Chief Safety Officer and identify an Accountable Executive
• Timeline:
o September 30, 2019 - Staff met with ATG to discuss the plan
o November - January 2020 - ATG and staff will develop a draft plan
o March 2020 - Staff will present the plan to the Board and ask for feedback
o June 2020 - The MUTD Board will vote to approve the plan, appoint a Chief Safety Officer, and identify an Accountable Executive
BACKGROUND INFORMATION:
• On July 19, 2018, the Federal Transit Administration (FTA) published the final rule on PTASP requirements. The rule takes effect on July 19, 2019 and all Section 5307 transit operators must have an agency safety plan in place no later than July 20, 2020.
• The rule requires that the Texas Department of Transportation (TxDOT) offer to develop a PTASP on behalf of Tier II 5307 program providers.
• Tier II 5307 providers are those providers that receive 5307 funding and operate fewer than 100 buses in peak revenue service. There are 41 Tier II 5307 providers in Texas, including the MUTD.
