RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $186,180, as well as any supplemental agreements thereto, with Dunaway Associates, L.P., for professional planning and landscape architectural services for an update to the Parks, Recreation and Open Space Master Plan and Hike and Bike Trails Plan, for a total contract amount, inclusive of any supplemental agreements, not to exceed $190,000.

 

                     The current Parks Master Plan was adopted in 2017, which means work began on the plan in late 2015.  Typically master plans are updated every 3-5 years, and with the growth that McKinney is experiencing Staff is proposing an update for 2020. 

 

 

                     This update is comprised of two main parts: (1) general updates to the Plan reflecting completed/underway/potential projects with concentrated revisions to sections related to priority rankings, action planning, and implementation strategies (total cost: $88,270); and (2) the creation of an updated comprehensive trails plan reflective of the growth and development seen in the last few years as well as provide recommendations for future CIP trail construction projects (total cost: $97,910).

 

BACKGROUND INFORMATION: 

                     Dunaway Associates was selected from a list of pre-qualified landscape architectural firms that Council approved on June 18, 2019.

 

                     This update will also include coordination on the amendments to the City’s Parkland Dedication Ordinance.

 

FINANCIAL SUMMARY: 

                     The Park Master Plan update PK2040 is funded by MCDC funds in an amount of $200,000. The master plan fee is $88,270 with a not to exceed amount of $90,000.

 

                     Upon approval of this item, $110,000 remains in PK2040.

 

                     The Hike and Bike Trails project PK1213 is funded by MCDC funds, parkland dedication funds and previous bond monies in an amount of $309,310.  The trails plan fee is $97,910 with a not to exceed amount of $100,000.

 

                     Upon approval of this item, $209,310 remains in PK1213.

 

 

BOARD RECOMMENDATION:                     

                     The Parks, Recreation & Open Space Advisory Board recommended the approval of this item at their November 14, 2019, meeting.
