ITEM SUMMARY:
• This Resolution authorizes a contract with Freese and Nichols, Inc. to provide consulting engineering services for the design of the Griffin and Pine Street Infrastructure Improvements Project (CO2006) for an amount not to exceed $295,000.
BACKGROUND INFORMATION:
• The Capital Improvement Plan includes annual funding for street infrastructure improvements primarily focused on the reconstruction of substandard residential streets in East McKinney including associated underground infrastructure improvements (drainage, water mains, and wastewater mains)
• The Engineering Department has worked with the Public Works Department to identify and prioritize potential projects in this category based on the following general criteria:
o Existing substandard pavement width (not classified as an alley).
o Lacking curb and gutter and/or enclosed storm drainage system(s).
• Identified projects have been assigned a composite score based on the following site-specific data:
o Pavement Condition Index (PCI) as evaluated by the Public Works Department which assigns a score from 0 to 100 (lower score represents worse pavement condition) based on several factors which determine the structural integrity of existing street pavement.
o Average existing pavement width.
o Number of residential structures with frontage to the street.
• Griffin Street and Pine Street (between Barnes Street and Baker Street) scored the highest based on an average PCI ranking of 27, average pavement width of 18 feet, and a total of 28 residential structures with street frontage. In addition, both streets have roadside ditches for surface drainage which can pose a safety concern on the narrow streets.
• The proposed improvements to both streets are planned to include the following:
o Construction of a new asphalt or concrete roadway with curb and gutter with a width between 22-feet and 26-feet depending on available existing right-of-way and opportunities for the City to acquire additional right-of-way.
o Construction of a minimum 4-foot wide sidewalk along one side of each roadway.
o Construction of an enclosed storm drainage system.
o Improvements or replacements of existing water and wastewater mains.
• Freese and Nichols, Inc. submitted a response to 18-45RFQ for On-call Roadway Design Services and 18-46RFQ for On-call Utility Design Services. The City shortlisted Freese and Nichols, Inc. (City Council Item October 2, 2018) for on-call services for both RFQ’s.
• Freese and Nichols, Inc. submitted a proposal for this project in the amount of $265,878 including engineering and design services, and bid phase services (basic services) as well as construction administration, surveying, franchise utility coordination, subsurface utility engineering, right-of-way documentation, geotechnical investigation, public involvement, and environmental investigations (special services).
• The preliminary opinion of probable construction cost is approximately $1,550,000.
• The fee for basic services is $132,506 (8.5% of the construction cost) and the fee for special services is $133,372 (8.6% of the construction cost). Special services include various tasks with unconfirmed effort and will only be billed based on actual effort or need.
• Pending approval of this item, design would begin in late January 2020 with construction expected to occur in early 2021.
FINANCIAL SUMMARY:
• This Resolution authorizes a design contract and any necessary supplemental agreements with Freese and Nichols, Inc. for an amount not to exceed $295,000.
• With the approval of this item, $1,955,000 will remain in project CO2006.
