ITEM SUMMARY: 

                     Habitat for Humanity of Collin County has submitted a project grant application requesting a total of $773,254 for funding of critical home repairs for low income residents in McKinney through A Brush with Kindness program ($120,000); land acquisition and lot preparation for up to six lots  for construction of homes for low income residents in McKinney ($300,000); and the Cotton Groves Amenity Center, foundation engineering costs and Park Land Dedication fees ($353,224).

 

BACKGROUND INFORMATION: 

                     Habitat for Humanity of Collin County has been building homes for working, low-income families since its incorporation in 1992.

                     HFHCC utilizes a two-pronged initiative for low-income families: construction of new homes; and exterior home repairs.

                     Most of the homeowners served are seniors or disabled with both financial and housing needs.

                     Habitat’s A Brush with Kindness/Neighborhood Revitalization program restores health and safety to older, poorer neighborhoods revitalizing whole communities with a sense of pride, security and dignity.

                     Home repair projects through ABWK average $10,000 each and include roof and siding repair, exterior repainting, window and door weatherization or replacement and installing wheelchair ramps in place of front porches where needed.

                     The cost for lot purchase and preparation for Habitat Homes in McKinney averages $50,000 and generally takes 12 to 18 months to develop to be build-ready. Costs include replatting, rezoning, lot preparation and infrastructure.

                     The Cotton Groves Community will be located on Bumpass Street and will provide townhomes for 35 families constructed from shipping containers. Funds requested are for costs for construction of an Amenity Center and includes Park Land Dedication fees, playground, engineering for shade structure, tree trimming and foundation engineering costs.

                     To date, Habitat Collin County has completed 222 new homes and 718 home repairs in Collin County.

 

FINANCIAL SUMMARY: 

                     MCDC approved a grant in the amount of $877,521 for the Cotton Groves Project in 2018.

                     Funds allocated for FY20 for discretionary Project Grants is $1,563,985.

                     The project grant application is eligible for consideration by the MCDC board under Section 505.153 of the Texas Local Government Code.
