ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Ed Construction Company for the Construction of the Country Lane Extension Project (ST4372) for a total contract amount not to exceed $1,950,000.

BACKGROUND INFORMATION:

                     Garver, LLC prepared the construction plans for the Country Lane Extension Project (ST4372).

                     The project includes the remaining required reconstruction of Airport Drive (previously Country Lane) as a 4-lane (6-lane ultimate) divided principal arterial at the connection with Harry McKillop Boulevard (FM 546).

                     The project also includes a reconstruction at the intersection of Airport Drive and Wettley Way, as well as intersection of Airport Road and Industrial Boulevard to address maintenance needs along the corridor. A southbound right turn lane will be constructed at Airport Road and Industrial Boulevard intersection.

                     Four (4) bids were received for this project on December 19, 2019. The following is a summary of the bids:

                     Ed Bell Construction Company submitted the low bid in the amount of $1,684,143.60.

                     The low bid amount includes a base bid in the amount of $1,075,113.70, an additive alternate No.1 bid in the amount of $441,081.00 and an additive alternate No.2 bid in the amount of $167,948.90.

                     The additive alternate No.1 and No.2 bids were included to allow the City the option to reduce the scope of the construction contract based on available project budget.

                     Based on the low bid received, the award amount will include the base bid and additive alternates No.1 and No.2.

                     Ed Bell Construction Company submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation.

                     The contract documents require that this project be substantially completed within 360 calendar days after issuance of the Notice to Proceed, which is expected to be issued in March 2020. Construction is expected to be complete by March 2021.

                     All necessary right-of-way and easements have been acquired for this project in order to construct the proposed improvements.

                     There is an accompanying item on the Council Agenda authorizing a Materials Testing Services contract for the project.

                     The Capital Improvement Plan includes current funding under a separate project for the construction of a new traffic signal at Airport Drive and Harry McKillop Boulevard (FM 546). Construction of this new signal will begin immediately following the roadway improvements along Airport Drive.

FINANCIAL SUMMARY:

                     This Resolution authorizes a contract and all necessary change orders with Ed Bell Construction Company for an amount not to exceed $1,950,000.

                     With the approval of this item and accompanying items for the Country Lane Extension Project, $256,425 will remain in Project ST4372.
