RECOMMENDED CITY COUNCIL ACTION:                     

                     Appoint a member to the NCTCOG 9-1-1 (NCT9-1-1) Emergency Communications District Board of Managers

 

ITEM SUMMARY: 

                     McKinney City Council will appoint a member to the NCT9-1-1 Emergency Communications District Board of Managers to a two-year term expiring December 31, 2021. The appointed member must be an elected official of the city.

 

                     The term tentatively calls for eight meetings: one each in March, June, September, and December of 2020 and 2021.  The next meeting of the Board is scheduled for March 5, 2020.

 

                      The program responsibilities of the NCT9-1-1 Board of Managers are to:

 

ÿ                     Name, control and manage the District

ÿ                     Annually adopt the Strategic Plan, Budget, and Service Fee for NCT9-1-1

ÿ                     Adopt, alter, or amend the policies of the District

 

BACKGROUND INFORMATION: 

                     In the 84th Session of the Texas Legislature, SB 1108 was passed to allow councils of governments to form 9-1-1 Districts whereby all fees collected from citizens and businesses within these districts are remitted directly to the districts to be used solely for the provision of 9-1-1 services.  It also called for these districts to be governed by local elected officials from member counties and cities.

 

                     The North Central Texas COG (NCTCOG) currently administers 9-1-1 services under the direction of the Texas Commission on State Emergency Communications.  To pay for the provision of these 9-1-1 services, state law provides for a $0.50 fee to be collected each month on individual and business telephone bills.  These fees are collected by the State Comptroller’s office and the State Legislature determines how much of the funds from these fees are returned to the region.

 

                     The NCTCOG 9-1-1 District was created December 3, 2018, comprised of elected officials appointed by their governing bodies through an official resolution.  Eligible jurisdictions are entitled - but not required - to appoint a representative.

 

                     McKinney Resolution #2018-11-141 (November 6, 2018) confirmed the appointment of Council Member La’Shadion Shemwell to the board.

 

                     At the NCT9-1-1 Board of Managers meeting of January 24, 2019, a lottery was completed, with half of the members given an initial one-year term and the other half given an initial two-year term.  The purpose was to set a staggered schedule of two-year terms where half of the Board was up for replacement/reappointment each year. City of McKinney was assigned to an initial one-year term which expired December 31, 2019.
