ITEM SUMMARY: 

                     Currently, Collin County Transit serves individuals who are 65 and older, living with a disability, or meet the definition of low-income.

                     To serve a greater number of individuals, the Board asked staff to look at introducing a “hardship” category. Examples of hardships include but are not limited to homelessness, unemployment, or extreme poverty.

                     Residents of the MUTD, currently receiving services from one of the designated nonprofit organizations, will be eligible for the pilot program.

                     Staff is presenting a 12-month hardship pilot program. During this time, staff and DCTA will evaluate increases in ridership and monitor the financial impact to the MUTD.

 

BACKGROUND INFORMATION: 

                                          On August 14, 2019, the MUTD Board asked staff to research ways to improve Collin County Transit and reach those in need who are currently not participating. Specifically, the Board asked how Collin County Transit could increase assistance to individuals experiencing financial hardships.
