ITEM SUMMARY:

On August 14, 2019, the Board asked staff to evaluate income ranges for the MUTD low-income transit program.

Staff is seeking Board approval on changes to Collin County Transit’s income qualification policy.

BACKGROUND INFORMATION:

The Low-Income Transit Subsidy Pilot Program ran from April 2, 2018 to March 31, 2019 and allowed income-qualified residents to participate in Collin County Transit.

On January 16, 2019, the Board approved Low-Income as the third qualifying criteria alongside Elderly and Disabled.

FTA Section 5307 will reimburse low-income expenses if policy sets the maximum amount that an individual earns at or below 150% of the U.S. Poverty Guidelines published by the U.S. Department of Health and Human Services.

Currently, Collin County Transit’s income ranges are approximately 160% of the U.S. Poverty Guidelines.
