RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract amendment to the Design/Build Services Agreement with ScoBilt Contractors, Inc., (ScoBilt) related to the Old Settler’s Recreation Center Renovation Project (PK4398) for an amount not to exceed $796,950.
BACKGROUND INFORMATION:
• On February 5, 2019, the City of McKinney authorized a contract for Design/Build Services in conjunction with the Old Settler’s Recreation Center Renovation Project (PK4398) and potential future changes to that scope of services with ScoBilt in association with Spurgin & Associates Architects.
• ScoBilt has submitted a proposal in an amount not to exceed $796,950 to provide additional construction services including such items as installation of a commercial warming kitchen, security cameras, a new roof for this phase and enhancements to the landscaping and plaza at the front of the building.
• ScoBilt is a 40 year old general contracting firm that has performed renovation projects in both the public and private arenas; they have successfully completed multiple design / build projects with Spurgin & Associates Architects on several projects for the City of McKinney including the pre-construction services phase of Old Settler’s Recreation Center Renovation project (OSRC).
FINANCIAL SUMMARY:
• This Resolution authorizes a construction contract amendment with ScoBilt for additional construction services, including potential changes to the scope of services, for an amount not to exceed of $796,950.
• A companion budget ordinance will add an additional $900,000 from the Parkland Dedication Fund Zone 4 to the Parks Construction Fund and appropriating the funds into PK4398 Old Settlers Renovation Project.
• The Old Settler’s Recreation Center Project (PK4398) is currently included in the 5 year FY20-24 Capital Improvements Program plan.
• Upon approval of this agenda item the new contract amount will be $4,671,950 plus the previously authorized $100,000 owner’s contingency for a total contract amount of $4,771,950.
• Upon approval of this item, $316,778 will remain in project PK4398.
