ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Douglas Dailey Construction, LLC  for the Main Replacements & Street Rehab (Northwood Park / Westwood Park Area) Project, for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $5,520,000.

BACKGROUND INFORMATION:

                     Cobb, Fendley & Associates, Inc. prepared the construction plans for the Main Replacements & Street Rehab (Northwood Park / Westwood Park Area) Project (CO1902).

 

                     The overall project consists of the replacement of approximately 4,150 linear feet of substandard water mains, 11,200 linear feet of substandard wastewater mains and approximately 22,000 square yards of failed pavement including sidewalks, generally located west of US 75, north and south of Virginia Parkway.

                     The project will be utilizing an innovative method of underground utility replacement known as “pipe bursting” to minimize surface construction impacts to surrounding residents and traffic.

                     On Thursday, February 20, 2020, the Purchasing Department opened the Request for Competitive Sealed Proposals (RFCSP) for the project.  Two (2) Competitive Sealed Proposals were received for Bid No. 20-17CC.

                     The following is a summary of the bids:

                     The RFCSP evaluation process was selected to offer the City the opportunity to evaluate the potential contractors. 

                     An evaluation team comprised of three City employees and one employee from Cobb, Fendley & Associates, Inc. reviewed and ranked the proposals based on the following criteria for possible maximum score of 102 points:

o                     15 Points:  Proposer’s Narrative Approach to Project

o                     20 Points:  Contractor Qualifications

o                     45 Points:  Base Bid Proposal Price

o                     20 Points:  Contractor Schedule of Calendar Days for Substantial Completion

o                     2 Bonus Points:  Attendance at Pre-bid Meeting

                     Douglas Dailey Construction, LLC scored the highest total score in the categories above (92.25/102). Their Bid Proposal Price of $4,802,993.65 was also the lowest proposal.

                     The low bid amount includes a base bid in the amount of $4,183,819.65 and an additive alternate bid in the amount of $619,174.00.

                     The additive alternate bid was included to allow the City the option to reduce the scope of the construction contract based on available project budget.

                     Douglas Dailey Construction, LLC submitted references and qualifications that were evaluated in accordance with the bid specifications as noted in the attached Letter of Recommendation from Cobb, Fendley & Associates, Inc. dated March 20, 2020.

                     The evaluation team recommends awarding Douglas Dailey Construction, LLC the construction contract for the Main Replacements & Street Rehab (Northwood Park / Westwood Park Area) Project.

                     Based on the low bid received, the award amount will include the base bid and additive alternate bid.

                     The contract documents require that this project be substantially completed within 365 calendar days after issuance of the Notice to Proceed, which is expected to be issued in May 2020. Construction is expected to be complete by May 2021.

                     All necessary right-of-way and easements have been acquired for this project in order to construct the proposed improvements.

                     There is an accompanying item on the Council Agenda authorizing a Materials Testing Services contract for the project.

FINANCIAL SUMMARY:

                     This Resolution authorizes a contract and all necessary change orders with Douglas Dailey Construction, LLC for an amount not to exceed $5,520,000.

o                     $2,550,000 (46.2%) allocated towards utility funding (Fund 20)

o                     $2,970,000 (53.8%) allocated towards street funding (Fund 21)

                     With the approval of this item for the Main Replacements & Street Rehab (Northwood Park / Westwood Park Area) Project, $2,477,099 will remain in Project CO1902.

o                     $1,692,099 will remain in utility funding (Fund 20)

o                     $785,000 will remain in street funding (Fund 21)
