RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution

 

ITEM SUMMARY:

                     This Resolution authorizes a contract with BGE, Inc. to provide consulting engineering services for the design of the Eldorado and Custer Intersection / Bridge Improvements Project (ST1838) for an amount not to exceed $490,000.

 

BACKGROUND INFORMATION:

                     The project will widen Eldorado Parkway from a 4-lane to a 6-lane divided roadway from Custer Road to east of Rowlett Creek with particular focus on the widening of the existing bridge.  A second westbound left turn lane along with a new westbound right turn lane will be added to Eldorado Parkway to increase the capacity of its intersection with Custer Road.  The traffic signal at the intersection will be modified to accommodate these bridge and intersection improvements.

                     Through coordination with the City of Frisco, the Eldorado Parkway eastbound left turn lanes will be shifted to accommodate an additional eastbound thru lane that will correspond with the City of McKinney’s westbound improvements.  Frisco will contribute to the project to cover these eastbound improvements through a future agreement.

                     Construction phasing will be provided in order to maintain continuous traffic along Eldorado Parkway during construction.

                     BGE, Inc. submitted a response to 18-45RFQ for On-call Roadway Design Services.  They were one of twelve firms shortlisted by City Council on October 2, 2018.

                     BGE, Inc. submitted a proposal for this project in the amount of $424,224.

                     The consultant’s preliminary opinion of probable construction cost is approximately $1,600,000.

                     The fee for basic services is $267,145 (16.7% of the construction cost) and the fee for special services is $157,079 (9.8% of the construction cost).

                     Pending approval of this item, the design is anticipated to begin May 2020 with construction estimated to begin Fall 2021.  Construction is estimated to take approximately 9 months to complete.

 

FINANCIAL SUMMARY:                     

                     This Resolution authorizes a design contract and any necessary supplemental agreements with BGE, Inc. for an amount not to exceed $490,000.

                     With the approval of this item, $2,510,000 will remain in project ST1838.
