RECOMMENDED:                     

                     Conduct Public Hearing to Consider/Discuss/Act on Substantial Amendments to   City of McKinney 2019-2020 Annual Action Plan for the Community Development Block Grant (CDBG)

 

ITEM SUMMARY: 

                     Item 1 (Scope of work): Use of funds for Homeless Prevention Program to provide beneficiaries rental or utility Emergency assistance. Awarded amount was in the amount of $7,514 under the 2019-2020 Annual Action Plan, approved by McKinney City Council (8/5/2019) and HUD under the FY 2019 Program year of CDBG funding. (Request): Changing use of funds under Community Lifeline Center, per agency request, to use funds for summer feeding program for children in the months of June - August, 2020 in the amount of $7,000.

 

                     Item 2 (Scope of work): Use of funds for Homeless Prevention Program to provide beneficiaries rental or utility Emergency assistance. Awarded amount was in the amount of $7,514. (Request): Use the CDBG funds in the amount of $500 as leveraged public services for the city’s Rapid Rehousing Program, which provides housing to individuals experiencing homelessness. The amount of $14 will be reallocated to the 2020-2021 CDBG program. 

 

                     Federal regulations at 24 CFR 91.105(c) identify a change in the use of CDBG funds from one eligible activity to another, or a change in scope for the use of funds will require a substantial amendment.

 

 

BACKGROUND INFORMATION: 

                     For item 1: In working with the McKinney Food Insecurity Coalition, Community Lifeline Center recognized child hunger is an emerging community need where more than 4,000 children are without food during the summer in McKinney. The change in scope would meet greater need and avoid duplication of service in homeless prevention.  The activity is subject to the public services cap and meets program eligibility and requirements.

 

                     For Item 2:  City anticipates the award of funds under the Metro Dallas Homeless Alliance (MDHA) to employ a Coordinated Assessment System Coordinator, who will conduct client intake to coordinate housing in Collin County for those experiencing homelessness. The Coordinated Assessment System Coordinator (CASC) will office four hours (4) per week at the Roy & Helen Hall Library during the CDBG program year, October 1, 2019 - September 30, 2020.

The substantial amendment applies to 2019-2020 program year. Within the scope of work, the coordinator will assist to end their homelessness. At minimum, five (5) persons must be confirmed with a McKinney address housing unit under city limits during the program term agreement. The activity is within the scope of the city’s Public Services program, subject all the CDBG program compliance, in addition to HUD Continuum of Care (COC) requirements; Under COC guidelines, a Memorandum of Understanding is required prior to an executed grant agreement.

 

                     The Community Grants Advisory Commission conducted a public hearing February 12, 2020, in which the public is invited to give comment. In addition, the city conducted a 30-day public comment period, during the period of March 7-April 7, 2020.  Citizens were invited to provide written comments to the Community Services Administrator during this period.

                     

                     City Council will hold a public hearing on April 7, 2020 to allow citizens final opportunity to comment before requests are submitted to the U.S. Department of Housing and Community Development (HUD) for review and final approval.  Amended programs will be included in the City’s year-end report, 90 days after the end of the reporting period, and the performance report will be shared with City Council and the public.

 

FINANCIAL SUMMARY: 

                     Budget is $7,000 for Community Lifeline Center and $500 for the Rapid

Re-housing Program. Unspent funds are re-allocated back into the CDBG program.

                     No conflicts, requirements nor impact to the general fund.
