RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Ordinance

ITEM SUMMARY:
* City will receive an additional $500,444 CDBG-CV allocation from the U.S. Department of Housing and Urban Development (HUD) in the city's current fiscal year, authorized under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, signed on March 27, 2020. Staff requested City Council input on the use of funds for eligible public service activities.
* Staff requested the reallocation of $200,000 from the City's Housing Rehabilitation activity, program year 2019-2020 to provide additional food assistance to residents adversely impacted by COVID-19.

BACKGROUND INFORMATION:
* Staff presented to Council on April 28, 2020 to discuss the re-allocation of current Community Development Block Grant (CDBG) funds and allocation of the CDBG-CV funds from the U.S. Department of Housing and Urban Development (HUD) and the preliminary proposal to distribute funding in public services toward the prevention of, response to and impact of the coronavirus.
* The City of McKinney completed a five-day public comment period and City Council conducted a public hearing on May 5, 2020.

FINANCIAL SUMMARY:
* HUD allocated CARES Act funding known as CDBG-CV in the amount of $500,444 to the city. The city will reallocate $200,000 in 2019-2020 CDBG funds from the Housing Rehabilitation Program to the CDBG-CV program to the North Texas Food Bank. Total funding: $700,444.
