ITEM SUMMARY: 

                     In May 2019 the McKinney Community Development Corporation approved a project grant request submitted by The North Texas Family Health Foundation for costs related to horizontal infrastructure costs related to the construction of a Federally Qualified Health Center on Virginia Parkway in McKinney.

                     This public hearing item is to address a request  by The  North  Texas Family Health Foundation to modify two terms in the performance agreement for the project: to extend the date to obtain a Certificate of Occupancy to December 31, 2020; and to extend the deadline for employing and maintaining a minimum of fifty-one full-time equivalent employment positions to June 30, 2025.

 

BACKGROUND INFORMATION: 

                     MCDC allocated $1,364,926 to fund community projects eligible for consideration under sections 501 to 505 of the Texas Local Government Code in FY 19.

                     Support for community facilities to improve residents’ quality of life, and amenities in east McKinney is a priority of the MCDC board of directors.

                     The North Texas Family Health Foundation is a partnership to establish a permanent home for the Family Health Center at Virginia Parkway - a patient-centered facility to provide primary care services (medical, dental and behavioral) to families, children and individual residents of McKinney and Collin County regardless of financial situation or insurance coverage.

                     The Family Health Center will also be a training site for educational engagements with Universities and the school District.

 

                     The Family Health Center has been awarded designation as a Federally Qualified Health Center - which is considered to be a measure of excellence in primary care infrastructure.

 

                     FQHC’s serve predominately uninsured or medically underserved patients - but treats everyone. A model that focuses on Medicaid and Medicare patients, with enhanced reimbursement for services provided, helps ensure sustainability.

 

                     The amount requested represented 12% of the total cost for project, and represented expenses related to site work, utilities, paving, landscape/hardscape and other exterior infrastructure components.

FINANCIAL SUMMARY:

                     The request was eligible for MCDC consideration under Section 501.103 of the Texas Local Government Code - Projects Related to Infrastructure Improvements including utilities, sewer, water, and site improvements necessary to promote or develop new or expanded business enterprises.
