ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary supplemental agreements with Walter P Moore to perform a drainage study of the Finch Creek watershed for a total contract amount not to exceed $140,000.
• The purpose of the study is to analyze the existing stormwater infrastructure in this watershed and recommend needed improvements.
BACKGROUND INFORMATION:
• In recent years, City staff has received numerous complaints of flooding in and around the downtown area causing the inundation of City streets and some property damage. This flooding is believed to be due at least in part to undersized and outdated stormwater infrastructure.
• Much of the stormwater infrastructure in this area was built in the 1950’s according to the engineering standards of the time. Some of this infrastructure has been upgraded over the years by the standards in place at the time of the upgrade. Much of those past standards are now outdated and a comprehensive study of the entire area has never been done.
• Flooding remains a concern and increased amounts of rainfall seen in north Texas beginning in 2015 have brought into question the adequacy of this infrastructure. This study will perform a 1-dimensional and 2-dimensional study of the watershed and its existing infrastructure to determine the level of flood protection it currently provides. Improvement recommendation will also be provided where deemed necessary.
• There is a separate project currently under construction for improvements along Louisiana Street near the square. However, that project is tying into an undersized downstream storm sewer system. This new study is needed to determine the improvements required downstream that would allow the Louisiana Street system to function properly.
• At a City Council meeting on March 6, 2018, Walter P Moore was one of five firms deemed qualified for this type of work based on their response to 18-21RFQ for Miscellaneous Drainage and Floodplain Management Services. Walter P Moore was selected for this particular project based on their experience and knowledge of urban flooding.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract with Walter P Moore for $116,900 and authorizes all necessary supplemental agreements for a total contract amount not to exceed $140,000.
• Funds are available in the Capital Improvement Program in the DR1809 Finch Creek Drainage Improvements Project.
• $650,000 has been allocated for the DR1809 Finch Creek Drainage Improvements Project from Fund 62 (drainage). With the approval of this Resolution, $510,000 will remain in the project budget for the design and construction of any needed improvements.
