RECOMMENDED CITY COUNCIL ACTION:
• Approval of the attached Resolution.
ITEM SUMMARY:
• The proposed Resolution authorizes the application for and acceptance of, if awarded, a Collin County Parks and Open Space Funding Assistance Program grant for Old Settler’s Park Renovation Project
• The application submission deadline to Collin County is July 6, 2020, with an award announcement in October of this year (FY21).
• The project is planned to deliver an all-abilities playground, splashpad, pollinator gardens, parking lot, picnic facilities, restrooms, two large pavilions, basketball court, interpretive signage, and a hardened creek bed with landmark stone entry to the park.
• The Parks and Recreation Department is requesting grant assistance in the amount of $1,000,000.
• This funding program requires a 100% match from the City.
• Project funding will come from the Old Settler’s Park Renovation Project (PK2041) that is an active Capital Improvements Program funded by McKinney Community Development Corporation.
BACKGROUND INFORMATION:
• Old Settler’s is one of the oldest parks in McKinney, the latest renovations were made in 1996 and included a playground, pavilion, hike and bike trail, a bridge and restoration of an existing pavilion. The amenities are dated and in need of replacements.
• This park is heavily used by the neighborhood residents and students of the adjacent elementary school.
• Shrickel Rollins / PSC, Inc. is finalizing a master plan and is currently developing an opinion of probable construction costs and a phasing plan for Old Settler’s Park.
FINANCIAL SUMMARY:
• The grant will be awarded in FY21.
• Construction is not anticipated to begin until the last quarter of FY21.
• The funding source for the matching funds for this grant application is $1,000,000 from PK2041.
• Additional monies for construction are anticipated from a forthcoming 2021 Bond Issuance.
